INTERVENTIONS

For more than five (5) years, the Board partnered with a wide range of stakeholders such as farmers, indigenous people, fisherfolks, women, youth, business sector, academe, government-owned and controlled corporations, people’s organization, non-government organizations and plantation operators to find solution to environmental, socio-economic and policy problems in the ecosystems continuum from the upland to the coast

To reinforce collaborative and integrative management, systematic, scientific data gathering is being done by PCEEM. This allows Civil Society to have a basis for its recommendations as it engages government in various watershed concerns. Efforts in this area include EM & E (Ecological Monitoring and Evaluation), Aquifer Characterization Study, Terrain Analysis Study and the use of GIS. It is hoped that integrative and collaborative management through the multi-sectoral Board will be more effectively carried out if its decisions are based on facts and not perception. This helps support demands that the Board may wish to make on government.

However, an integrative management isn’t just about integrating diverse stakeholder interests. It also means integrating information from various disciplines to obtain a holistic, objective picture of the issue that needs to be decided on.

In all of these efforts, PCEEM plays the supporting role by providing the venue for people to converge, collaborate and

implement projects for economic and environmental sustainability.

Project accomplishments and milestones were achieved by the PCEEM Davao Board through its Secretariat in coordination with various stakeholders.

There were two kinds of interventions in response to issues generated in community consultations (OIDCI, 2000) with corresponding objectives- setting by the Board. The board-led intervention (BLI) focused on scientific and technical studies while stakeholder-led activity (SLA) generally dealt on economic or livelihood projects.

The interventions that were implemented by the stakeholders addressed specific Board issues and collaboration is highlighted.

The six issues are the following:

Unregulated water extraction
Land use conflict
Deforestation
Improper cultivation of hilly lands
Poor sewage & solid waste management
 Limited resources of government agencies to enforce laws and implement programs
