- Lack of knowledge /enforcement on zoning ordinance

High conversion rate of agricultural lands to non-agricultural
uses which lead to displacement of farmers and negative
impacts to the environment such as pollution of rivers,
cutting of trees, possible contamination of ground water,
etc.

* Leads to pollution of rivers and sea due to human wastes
and solid wastes.
* Leads to depletion of river / coastal bio-diversity due

- Ancestral Domain Claims (ADC)
ADC areas are recognized as areas for
the Indigenous People (IP) therefore, unless these claims
areas resolved, then the integration of the IPs in the
watershed plans cannot be fully rationalize
