LAND USE CONFLICT



BASE ISSUE:

There are continuing changes in land uses in the watersheds that create conflicts between uses and with ecological health in the TLW.

Illegal Quarrying
  1. Lack of knowledge /enforcement on zoning ordinance

    * Insufficient knowledge on the community level on the enforcement of the provisions of the zoning ordinance.
    * Presence of subdivisions and industries on environmentally critical areas such as aquifers which could lead to possible contamination.

  2. Conversion of agricultural lands into other uses

    High conversion rate of agricultural lands to non-agricultural uses which lead to displacement of farmers and negative impacts to the environment such as pollution of rivers, cutting of trees, possible contamination of ground water, etc.

  3. Illegal occupancy in coastal areas / forestlands

    * Leads to pollution of rivers and sea due to human wastes and solid wastes.
    * Leads to depletion of river / coastal bio-diversity due to pollution
    * Leads to deforestation

  4. Unregulated quarrying

    * Leads to irregular stream flow and directions
    * Leads to deepening of some parts of the river
    * Leads to collapse of river banks
    * Leads to presence of pollutant materials in the water (turbidity)
    * Loss or destruction of fish habitats

  5. Improper construction and maintenance of roads

    * One of the causes of soil erosion
    * Leads to flooding

  6. Ancestral Domain Claims (ADC)

    ADC areas are recognized as areas for the Indigenous People (IP) therefore, unless these claims areas resolved, then the integration of the IPs in the watershed plans cannot be fully rationalize
