The demand for water is increasing but water use management actions are not yet keeping up with the demands.

  • Local communities are seldom consulted on Water Rights Applications

  • Insufficient knowledge/technical capability of Barangay officials/representatives re hydrology/aquifer data

  • Lack of knowledge on the Barangay officials on the legal procedures re water rights and monitoring of permits

  • No NWRB Field office at the local level, DCWD is deputized by the NWRB but authority is vague

  • Water permits are not regularly monitored to assess whether the conditions are met or not

2. Lack of information on water extraction

  • Insufficient data on ground water recharge and discharge of the Talomo-Lipadas watershed

  • Insufficient information on the actual count of non-DCWD wells and extraction rate

3. Diversion of natural waterways

  • Use of rivers, creeks and other natural water ways for irrigation
