With this issue, the PCEEM Management Board has identified
the clarification of the zoning in the barangay level as one
of its priority area to be addressed.
SIGNIFICANCE AND PURPOSE OF THE PROJECT
Amongst the residents within and near urban-rural
fringe area of Davao City there is a lack of understanding
about the new Davao City Comprehensive Land Use Plan, in particular
the Zoning Plan. This has created confusion and distrust of
certain developments and developers. Some pertinent concerns
include:

There is a lack of knowledge and understanding
of how the new Zoning Ordinance was determined and an
unsureness of the role that Barangays have to play in
planning and enforcing zoning.

There is concern about the conversion
of agriculture land to other uses (including large plantations),
especially at the Barangay level where displacement of
families has triggered migration to timberlands and to
coastal and riverbank slums.

The new Zoning Plan designates the coastal
plain from Toril to Talomo as built-up area. This area
is covers most of the pump wells and there is concern
that the aquifer could be contaminated.

There are a number of special concerns
that affect selected communities including the proximity
of residential areas to poultry areas and industries with
smelly waste, the location of cemeteries, the development
of new sub-divisions with no sewage disposal system, etc.
In order to help resolve present conflicts and help prevent
future conflicts, an effort must be made to provide a
better awareness and understanding of the Citys
Zoning Ordinance to the affected communities and barangays.
